Simply Shamime: "Forever Best Friends?" Three Guys and a Girl ...

Just
put yourself out there. You will never know until you ask the question,
?Do you see me more as a friend?? OR you can just start hanging around
ugly guys...

Man#6
Taking the risk to see how another person feels romantically takes a lot of courage. There are endless possibilities that you can take with your attractive friends. However, if it's a relationship your looking for, you should consider what it is you actually want. Compatibility with the person must be a mutual interest. Relationships are a two way street, and the best ones are when two people are invested and willing to take the chance. "Forever best friends" aren't necessarily a bad thing. If they're great friends then they may be able to give subjective advice on what works for future suitors.

Man#7
I guess the real question is,? ?Do you want to keep a friend and live with the regret of never trying for more with them? Or, take the risk of potentially loosing a friend at the chance of a relationship can turn into something more?? You have to make the judgment call, ?Is worth the risk of potentially loosing a friend.? Go with your gut feeling ask your self, ?Does this feel like the feelings are mutual? Is there that spark or that awkward but thrilling tension?? I always go in with: The hope that it will go as I want it to. With the knowledge that if it does not go as I want, I can move on....Having the satisfaction that I tried to make what I want happen eases my conscious.

Girl:
This is a hard question. I decided a LONGGG time ago (before starting college, when I was a chubby 220 lbs girl) that I would lose weight and acquire as many attractive male friends as possible....because none of them seemed to want me as a girlfriend, I decided I would? be? just that, FRIENDS forever.... Kinda like, ?You didn?t want me then, so you don?t get me now.? It never crossed my mind that they could have been boyfriend material, until about my Junior year of college and by that time I was completely focused on school.

I would say, keep them as friends. Presently, I prefer having a lifetime of great supportive male friends that I can talk to...rather than fleeting makeout sessions resulting in frizzy hair, confusion, attachment and snoring.....ACTUALLY, I changed my mind....Will you ALL marry me like, NOW? LOL Kidding!

Jamie Dupree's Washington Insider: Senators unveil immigration reform framework

With support from the White House, a bipartisan group of eight Senators unveiled a broad immigration reform plan on Capitol Hill today, arguing it provides the chance for a deal between the two parties on this controversial issue.

"This bipartisan blueprint is a major breakthrough," said Sen. Charles Schumer (D-NY).

"What we have now is not a 21st century legal immigration system," said Sen. Marco Rubio (R-FL), who made clear that the plan would only offer a path to citizenship for millions of illegal immigrants already here after the U.S. immigration system has been improved at the border, in terms of job enforcement, and in the U.S. visa entry and exit system.

"I think today's an important first step, in what's going to be a significantly complicated journey," Rubio added at a packed news conference in the Capitol.

What follows is the five page framework released by this group of Senators. ?Give it a read and leave your comments below.

Bipartisan Framework for Comprehensive Immigration Reform -?Senators Schumer, McCain, Durbin, Graham, Menendez, Rubio, Bennet, and Flake

Introduction

We recognize that our immigration system is broken.? And while border security has improved significantly over? the last two Administrations, we still don?t have a functioning immigration system. This has created a situation where up to 11 million undocumented immigrants are living in the shadows.? Our legislation acknowledges these realities by finally committing the resources needed to secure the? border, modernize and streamline our current legal immigration system, while creating a tough but fair legalization program for individuals who are currently here. We will ensure that this is a successful permanent reform to our immigration system that will not need to be revisited.

Four Basic Legislative Pillars:

o Create a tough but fair path to citizenship for unauthorized immigrants currently living in the United States that is? contingent upon securing our borders and tracking whether legal immigrants have left the country when required;

o Reform our legal immigration system to? better? recognize the importance of characteristics that will help build the American? economy and strengthen American families;

o Create an effective employment verification system that will prevent identity theft and end the hiring of future unauthorized workers; and,

o Establish an improved process for admitting future workers to serve our nation?s workforce needs, while simultaneously protecting all workers.

I. Creating a Path to Citizenship for Unauthorized Immigrants Already Here that is Contingent Upon Securing the Border and Combating Visa Overstays

? Our legislation will provide a tough, fair, and practical roadmap? to address the status of unauthorized immigrants in the United States that is contingent upon our success in securing our borders and addressing visa overstays.

? To fulfill the basic governmental function of securing our borders, we will continue the increased efforts? of? the Border Patrol? by providing them? with the latest technology, infrastructure, and personnel needed to prevent, detect, and apprehend every? unauthorized entrant.

? Additionally, our legislation will increase the number of unmanned aerial vehicles and surveillance equipment, improve radio interoperability and increase the number of agents at and between ports of entry.? The purpose is to substantially lower the number of successful illegal border crossings while continuing to facilitate commerce.??

? We will strengthen prohibitions against racial profiling and inappropriate use of force, enhance the training of border patrol agents, increase oversight, and create a mechanism to ensure a meaningful opportunity for border communities to share input, including critiques.

? Our legislation will require the completion of an entry-exit system that tracks whether all persons entering the United States on temporary visas via airports and seaports have left the country as required by law.

? We recognize that Americans living along the Southwest border are key to recognizing and understanding when the border is truly secure.?? Our legislation? will create a commission comprised of? governors, attorneys general, and community leaders living along the Southwest border to monitor the progress? of securing our border? and? to? make a recommendation regarding when the bill?s security measures outlined in the legislation are completed.

? While these security measures are being put into place, we will simultaneously require those who came? or remained? in the United States? without our permission to register with the government.?? This will include passing a background check and settling their debt to society by paying a fine and back taxes, in order to earn probationary legal status, which will allow them to live and work legally in the United States.? Individuals with a serious criminal background or others who pose a threat to our national security will be ineligible for legal status? and subject to deportation.? Illegal immigrants who have committed serious crimes face immediate deportation.

? We will demonstrate our commitment to securing our borders and combating visa overstays by requiring? our proposed enforcement measures? be complete? before? any immigrant on probationary status can earn a green card

? Current restrictions preventing non-immigrants from accessing federal public benefits will also apply to lawful probationary immigrants.

? Once the enforcement measures have been completed, individuals with probationary legal status will? be required to go to the back of the line of prospective immigrants, pass an additional background check, pay taxes, learn English and? civics, demonstrate a history of work in the United States, and? current employment, among other requirements, in order to earn the opportunity to apply for lawful permanent residency.? Those individuals who successfully complete these requirements can eventually earn a green card.

? Individuals who are present without lawful status? - not including people within the two categories identified below - will only receive a green card after every individual who is already waiting in line for a green card, at the time this legislation is enacted, has received their green card. Our purpose is to ensure that no one who has violated America?s immigration laws will receive preferential treatment as they relate to those individuals who have complied with the law.

? Our legislation also recognizes that the circumstances and? the? conduct of? people without lawful status are not the same, and cannot be addressed identically.?

o For instance, individuals who entered the United States as minor children did not knowingly choose to violate any immigration laws.? Consequently,? under our proposal? these individuals will not face the same requirements as other individuals in order to earn a path to citizenship.

o Similarly, individuals who have been working without legal status in the United States agricultural industry have been performing very important and difficult work to maintain America?s food supply while earning subsistence wages.?? Due to the utmost importance in our nation maintaining the safety of its food supply, agricultural workers who commit to the long term stability of our nation?s agricultural industries will be treated differently than the rest of the undocumented population because of the role they play in ensuring that Americans have safe and secure agricultural products to sell and consume. These individuals will? earn a path to citizenship through a different process under ournew agricultural worker program.

II. Improving our Legal Immigration System and Attracting the World?s Best and Brightest

? The development of? a rational legal immigration system is essential to ensuring America?s future economic prosperity.? Our failure to act is perpetuating a broken system which sadly discourages the world?s best and brightest? citizens? from coming? to the United States? and remaining in our country to contribute to our economy.? This failure makes a legal path to entry in the United States insurmountably difficult for well-meaning immigrants.? This unarguably discourages innovation and economic growth.?? It has also created substantial visa backlogs which force families to live apart, which incentivizes illegal immigration.

? Our? new immigration system? must ?be more focused on? recognizing the important characteristics? which will help build the American economy and strengthen American families.??? Additionally, we must reduce backlogs in the family and employment visa categories so that future immigrants view our future legal immigration system as the exclusive means for entry into the United States.

? The United States must do a better job of attracting? and keeping? the world?s best and brightest.? As such,? our immigration? proposal will award a green card to immigrants who have received a PhD or Master?s degree in science, technology, engineering, or math from an American university.? It makes no sense to educate the world?s future innovators and entrepreneurs only to ultimately force them to leave our country at the moment they are most able to contribute to our economy.???

III. Strong Employment Verification

? We recognize that undocumented immigrants come to the United States almost exclusively for jobs.? As such, dramatically reducing future illegal immigration can only be achieved by developing a tough, fair, effective? and mandatory? employment verification system.? An employment verification system must hold employers accountable for knowingly hiring undocumented workers and make it more difficult for? unauthorized immigrants to falsify documents to obtain employment.? Employers who knowingly hire unauthorized workers must face stiff fines and criminal penalties for egregious offenses.

? We believe? the federal government must provide U.S. employers with a fast and reliable method to confirm whether new hires are legally authorized to work in the United States. This is essential to ensure the effective enforcement of immigration laws.

? Our proposal will create an effective employment verification system which prevents identity theft and ends the hiring of future unauthorized workers.? We believe requiring prospective workers? to? demonstrate both legal status and identity, through non-forgeable electronic means prior to obtaining employment, is essential to an employee verification system; and,

? The employee verification system in our proposal will be crafted with procedural safeguards to protect American workers, prevent identity theft, and provide due process protections.

IV. Admitting New Workers and Protecting Workers? Rights

? The overwhelming majority of the 327,000 illegal entrants apprehended by CBP in FY2011 were seeking employment in the United States.? We recognize that to prevent future waves of illegal immigration a humane and effective system needs to be created for these immigrant workers to enter the country and find employment without seeking the aid of human traffickers or drug cartels.

? Our proposal will provide businesses with the ability to hire lower-skilled workers in a timely manner when Americans are unavailable or unwilling to fill those jobs.?

? Our legislation would:

o Allow employers to hire immigrants if? it can? be demonstrated that? they were unsuccessful in recruiting an American to fill an open position and the hiring of an immigrant will not displace American workers;

o Create a workable program to meet the needs of America?s agricultural industry, including dairy to find agricultural workers when American workers are not available to fill open positions;

o Allow more lower-skilled immigrants to come here when our economy is creating jobs, and fewer when our economy is not creating jobs;

o Protect workers by ensuring strong labor protections; and,

o Permit workers who have succeeded in the workplace and? contributed to their communities over many years to earn green cards.

Government mistrust deters older adults from HIV testing

Jan. 29, 2013 ? One out of every four people living with HIV/AIDS is 50 or older, yet these older individuals are far more likely to be diagnosed when they are already in the later stages of infection. Such late diagnoses put their health, and the health of others, at greater risk than would have been the case with earlier detection.

According to the Centers for Disease Control and Prevention, 43 percent of HIV-positive people between the ages of 50 and 55, and 51 percent of those 65 or older, develop full-blown AIDS within a year of their diagnosis, and these older adults account for 35 percent of all AIDS-related deaths. And since many of them are not aware that they have HIV, they could be unknowingly infecting others.

Various psychological barriers may be keeping this older at-risk population from getting tested. Among them are a general mistrust of the government -- for example, the belief that the government is run by a few big interests looking out for themselves -- and AIDS-related conspiracy theories, including, for example, the belief that the virus is human-made and was created to kill certain groups of people.

Now, a team of UCLA-led researchers has demonstrated that government mistrust and conspiracy fears are deeply ingrained in this vulnerable group and that these concerns often -- but in one surprising twist, not always -- deter these individuals from getting tested for HIV. The findings are published Jan. 29 in the peer-reviewed journal The Gerontologist.

"Our work suggests that general mistrust of the government may adversely impact peoples' willingness to get tested for HIV/AIDS," said Chandra Ford, an assistant professor of community health sciences at the UCLA Fielding School of Public Health and the study's primary investigator. "HIV/AIDS is increasing among people 50 and older, but there's not a lot of attention being paid to the HIV-prevention needs of these folks. Older adults are more likely to be diagnosed only after they've been sick, and as a result, they have worse prognoses than younger HIV-positive people do.

"Also, the CDC recommends that anyone who's in a high-risk category should be tested every single year," she said. "These findings mean that the CDC recommendations are not being followed."

The researchers sought to test the association between mistrust of the government, belief in AIDS conspiracy theories and having been tested for HIV in the previous year. For the cross-sectional study, they worked with data from 226 participants ranging in age from 50 to 85. Participants were recruited from three types of public health venues that serve at-risk populations: STD clinics, needle-exchange sites and Latino health clinics.

Of the participants, 46.5 percent were Hispanic, 25.2 percent were non-Hispanic blacks, 18.1 percent were non-Hispanic whites and 10.2 percent were of other races or ethnicities. The data were collected between August 2006 and May 2007.

The researchers found that 72 percent of the participants did not trust the government, 30 percent reported a belief in AIDS conspiracy theories and 45 percent had not taken an HIV test in the prior 12 months. The more strongly participants mistrusted the government, the less likely they were to have been tested for HIV in the prior 12 months.

Several of the findings surprised the researchers -- for example, the fact that HIV testing rates among this population were not higher at the locations where the participants were recruited, given that these locations attract large numbers of people with HIV.

"This finding is concerning because the venues all provide HIV testing and care right there," Ford said.

And there was an even bigger, perhaps counterintuitive surprise. The more strongly participants believed in AIDS conspiracy theories, the more likely they were to have been tested in the previous 12 months.

"We believe they might be proactively testing because they believe it can help them avoid the threats to personal safety that are described in many AIDS conspiracies," Ford said. "For instance, if I hold these conspiracy beliefs and a doctor tells me I tested negative, I might get tested again just to confirm that the result really is negative."

By contrast, individuals who reported mistrusting the government may not have been tested because the venues where they were recruited were, in fact, government entities, Ford said.

The study has some weaknesses. For instance, the study design did not allow the researchers to determine whether the participants held their beliefs before or after being tested; thus, the researchers couldn't tell what prompted their mistrust of the government or conspiracy beliefs. Also, it's possible that the prevalence of these theories is higher in this group than it is in the general public and that some participants may have been afraid to tell the truth.

The next step in the research is to study other groups of older adults to determine if these views are more widely held than just among the at-risk population the researchers studied.

Steven P. Wallace, Sung-Jae Lee and William Cunningham, all of UCLA, and Peter A. Newman of the University of Toronto co-authored the study.

Double-arm transplant for soldier who lost 4 limbs

The first soldier to survive after losing all four limbs in the Iraq war has received a double-arm transplant.

Brendan Marrocco had the operation on Dec. 18 at Johns Hopkins Hospital in Baltimore, his father said Monday. The 26-year-old Marrocco, who is from New York City, was injured by a roadside bomb in 2009.

He also received bone marrow from the same dead donor who supplied his new arms. That novel approach is aimed at helping his body accept the new limbs with minimal medication to prevent rejection.

The military is sponsoring operations like these to help wounded troops. About 300 have lost arms or hands in the wars.

"He was the first quad amputee to survive" from the wars in Iraq and Afghanistan, and there have been four others since then, said Brendan Marrocco's father, Alex Marrocco. "He was really excited to get new arms."

The Marroccos want to thank the donor's family for "making a selfless decision ... making a difference in Brendan's life," the father said.

Surgeons plan to discuss the transplant at a news conference with the patient on Tuesday.

The 13-hour operation was led by Dr. W.P. Andrew Lee, plastic surgery chief at Johns Hopkins, and is the seventh double-hand or double-arm transplant done in the United States. Lee led three of those earlier operations when he previously worked at the University of Pittsburgh, including the only above-elbow transplant that had been done at the time, in 2010.

Marrocco's "was the most complicated one" so far, Lee said in an interview Monday. It will take more than a year to know how fully Marrocco will be able to use the new arms, Lee said.

"The maximum speed is an inch a month for nerve regeneration," he explained. "We're easily looking at a couple years" until the full extent of recovery is known.

While at Pittsburgh, Lee pioneered the novel immune suppression approach used for Marrocco. The surgeon led hand transplant operations on five patients, giving them marrow from their donors in addition to the new limbs. All five recipients have done well and four have been able to take just one anti-rejection drug instead of combination treatments most transplant patients receive.

Minimizing anti-rejection drugs is important because they have side effects and raise the risk of cancer over the long term. Those risks have limited the willingness of surgeons and patients to do more hand, arm and even face transplants. Unlike a life-saving heart or liver transplant, limb transplants are aimed at improving quality of life, not extending it.

Quality of life is a key concern for people missing arms and hands ? prosthetics for those limbs are not as advanced as those for feet and legs.

Lee has received funding for his work from AFIRM, the Armed Forces Institute of Regenerative Medicine, a cooperative research network of top hospitals and universities around the country that the government formed about five years ago. With government money, he and several other plastic surgeons around the country are preparing to do more face transplants, possibly using the new minimal immune suppression approach.

Marrocco expects to spend three to four months at Hopkins, then return to a military hospital to continue physical therapy, his father said. Before the operation, he had been living with his older brother in a handicapped-accessible home on New York's Staten Island built with the help of several charities.

The home was heavily damaged by Superstorm Sandy last fall.

Despite being in a lot of pain for some time after the operation, Marrocco showed a sense of humor, his father said. He had a hoarse voice from a tube in his throat during the long surgery, decided that he sounded like Al Pacino, and started doing movie lines.

"He was making the nurses laugh," Alex Marrocco said.

Michelle Obama's inaugural fashion choice

Michelle Obama in Thom Browne on Monday (NICHOLAS KAMM/AFP/Getty Images)Michelle Obama is known for launching women's fashion trends worldwide, but it was a menswear that served as inspiration for the first lady during Monday's daytime Inaugural events.

The first lady's custom navy jacquard Thom Browne coat and dress chosen to kick of the festivities in Washington took its cue from the fabric of a silk men's tie, reports the Associated Press. Neckties, of course, are a trademark of her husband's first term.

"It's one of those moments when I just can't believe that happened," Browne told the New York Times' Eric Wilson. Known primarily for his suits, Browne was named GQ's Designer of the Year in the fall 2008, the same year as Obama's historical election to the presidency.

Michelle Obama's new haircut makes bangs trend official

The first lady has been a fan of Browne's dress collections in recent months. She wore a custom gray dress with a black lace overlay in October, during the Democratic National Convention.

The decision to wear Browne was a win for Michelle on Monday, according Twitter critics.

@FLOTUS SO CHIC in her #ThomBrowne navy coat," Elle's Joe Zee tweeted.

Comic Sandra Bernhard called the coat "forward and brilliant." "Gorgeous" proclaimed supermodel Lilly Aldrige. Meanwhile, designer Christian Siriano went ahead and crowned the first lady a fashion "legend."

"The overwhelming response within the fashion community is that she looks fantastic," Fashionista's Leah Chernikoff tells Yahoo! Shine. "Everyone is thrilled she chose such a high fashion designer for today."

Thom Browne can't take all the credit. Mrs. O also called on her own famously high-low fashion sensibilities, pairing her navy coat with an embellished waist belt from J. Crew. "It looks great," Jenna Lyons, J.Crew's executive creative director told Women's Wear Daily. "I hope Thom is okay with it."

The First Lady, who also donned port-colored J.Crew leather gloves for the ceremony, has made the mass market brand an unofficial designer for the first family over the past four years. Colorful J.Crew coats and gloves kept Sasha and Malia Obama warm during their dad's swearing-in ceremony in 2009.

On Monday, Malia kept the tradition going, dressed in a purple J.Crew wool coat. Her sister Sasha broke the trend with a lavender Kate Spade coat and dress.

But in the days leading up to the inaugural events, all eyes have been on the first lady, a fashion icon who launched the career of young American designer Jason Wu four years ago at the Inaugural Ball. Speculation on her choice of designer this evening remains. But already another sartorial choice is making headlines. At Sunday's private swearing-in ceremony, Mrs. O chose a royal blue cardigan and dress by designer Reed Krakoff. Krakoff also took credit for the winter-weather black suede boots Michelle changed into for Monday's outdoor Inauguration ceremony. (Those silver J. Crew heels she was wearing earlier Monday morning must not have been warm enough!)

Fashionista's Chernikoff called the decision to wear Krakoff on Sunday "an interesting choice given that Ann Romney was criticized during the campaign for wearing Krakoff's $990 silk bird-print t-shirt."

Of course, her dresses are trumped by an even bigger style decision in recent days: those bangs.

On Sunday, President Obama called the first lady's new haircut "the most significant event of this weekend." And if there was any question, he offered his Presidential seal of approval: "I love her bangs."

The Book Butterfly ? Social networks, key channels for the ...

Times are difficult in the economy, but the difficulties can also be seen as opportunities. In a globalized society like the one we should not put doors to ideas, a desire to undertake, to business.
Why quit doing business abroad? Today is meaningless, and less with the tools we have in our hands to reach more markets. Every business needs customers internationalize and search, services, business abroad.
No investment is needed extreme. Globalization brings the Internet through e-commerce, but you need to have knowledge of marketing techniques, international means of payment, logistics and international transport ? although that can compensate for doing a Master in International Trade, for example, forming in this area.
The good thing is that the tool to go from inside to outside trade, international one, is there, and gives us the Internet. Sell and buy products and services through the network increases the competitiveness of enterprises and gives them access to world markets.
But eCommerce is a lot more that performing online transactions that coexist with other more traditional ways of doing business. Not just open a website where they can request quotes or place orders. Beyond e-commerce websites, social networks are also a suitable sales channel. It is what is called S-Commerce (Social Commerce).
The idea is to sell where customers are: in social networks. Knowing the market, choosing the right platform and know what is the best channel to reach potential consumers. In addition to the S-Commerce can also speak of mCommerce (mobile commerce through), tCommerce (for tablets), fCommerce (for Facebook) ? Actually could add any Commerce initial word, depending on the channel through which we sell , provided by the Internet.
Besides using the right channel, the employer should also conduct online marketing techniques that allow to grow the customer base and loyalty. For these reasons, it is essential to have a solid business and marketing, good training.

Chrome 25 extends encrypted search to everyone, not just signed-in users

Chrome users with something to hide have heretofore been required to sign in to Google to keep their omnibox searches hidden from prying eyes -- but today's Chrome 25 beta update changes that. Now all searches are automatically encrypted, whether you're signed in or not. It's certainly not the first browser to implement such a security feature -- Firefox 14 switched to HTTPS for all searches last year -- but it's a welcome change all the same. With web voice recognition and security whitelists on the docket as well, the latest version of Chrome is setting up to be quite the must-have, especially for those who want to keep their Justin Bieber search results to themselves.

EPA changed course after gas company protested

WEATHERFORD, Texas (AP) -- When a man in a Fort Worth suburb reported his family's drinking water had begun bubbling like champagne, the federal government sounded an alarm: A company may have tainted their wells while drilling for natural gas.

At first, the Environmental Protection Agency believed the situation was so serious that it issued a rare emergency order in late 2010 that said at least two homeowners were in immediate danger from a well saturated with flammable methane. More than a year later, the agency rescinded its mandate and refused to explain why.

Now a confidential report obtained by The Associated Press and interviews with company representatives show that the EPA had scientific evidence against the driller, Range Resources, but changed course after the company threatened not to cooperate with a national study into a common form of drilling called hydraulic fracturing. Regulators set aside an analysis that concluded the drilling could have been to blame for the contamination.

For Steve Lipsky, the EPA decision seemed to ignore the dangers to his family. His water supply contains so much methane that the gas in water flowing from a pipe connected to the well can be ignited.

"I just can't believe that an agency that knows the truth about something like that, or has evidence like this, wouldn't use it," said Lipsky, who fears he will have to abandon his dream home in an upscale neighborhood of Weatherford.

The case isn't the first in which the EPA initially linked a hydraulic fracturing operation to water contamination and then softened its position after the industry protested.

A similar dispute unfolded in west-central Wyoming in late 2011, when the EPA released an initial report that showed hydraulic fracturing could have contaminated groundwater. After industry and GOP leaders went on the attack, the agency said it had decided to do more testing. It has yet to announce a final conclusion.

Hydraulic fracturing ? often called "fracking" ? allows drillers to tap into oil and gas reserves that were once considered out of reach because they were locked in deep layers of rock.

The method has contributed to a surge in natural gas drilling nationwide, but environmental activists and some scientists believe it can contaminate groundwater. The industry insists the practice is safe.

Range Resources, a leading independent player in the natural gas boom, has hundreds of gas wells throughout Texas, Pennsylvania and other mineral-rich areas of the United States. Among them is a production site ? now owned by Legend Natural Gas ? in a wooded area about a mile from Lipsky's home in Weatherford, about a half-hour drive west of Fort Worth.

State agencies usually regulate water and air pollution, so the EPA's involvement in the Texas matter was unusual from the start. The EPA began investigating complaints about the methane in December 2010, because it said the Texas Railroad Commission, which oversees oil and gas drilling, had not responded quickly enough to the reports of bubbling water.

Government scientists believed two families, including the Lipskys, were in danger from methane and cancer-causing benzene and ordered Range Resources to take steps to clean their water wells and provide affected homeowners with safe water. The company stopped doing that after state regulators declared in March 2011 that Range Resources was not responsible. The dispute between the EPA and the company then moved into federal court.

Believing the case was headed for a lengthy legal battle, the EPA asked an independent scientist named Geoffrey Thyne to analyze water samples taken from 32 water wells. In the report obtained by the AP, Thyne concluded from chemical testing that the gas in the drinking water could have originated from Range Resources' nearby drilling operation.

Meanwhile, the EPA was seeking industry leaders to participate in a national study into hydraulic fracturing. Range Resources told EPA officials in Washington that so long as the agency continued to pursue a "scientifically baseless" action against the company in Weatherford, it would not take part in the study and would not allow government scientists onto its drilling sites, said company attorney David Poole.

In March 2012, the EPA retracted its emergency order, halted the court battle and set aside Thyne's report showing that the gas in Lipsky's water was nearly identical to the gases the Plano, Texas-based company was producing.

"They said that they would look into it, which I believe is exactly what they did," Poole said. "I'm proud of them. As an American, I think that's exactly what they should have done."

The EPA offered no public explanation for its change in thinking, and Lipsky said he and his family learned about it from a reporter. The agency refused to answer questions about the decision, instead issuing a statement by email that said resolving the Range Resources matter allowed the EPA to shift its "focus in this case away from litigation and toward a joint effort on the science and safety of energy extraction."

Rob Jackson, chairman of global environmental change at Duke University's Nicholas School of the Environment, reviewed Thyne's report and the raw data upon which it was based. He agreed the gas in Lipsky's well could have originated in a rock formation known as the Barnett shale, the same area where Range Resources was extracting gas.

Jackson said it was "premature" to withdraw the order and said the EPA "dropped the ball in dropping their investigation."

Lipsky, who is still tied up in a legal battle with Range Resources, now pays about $1,000 a month to haul water to his home. He, his wife and three children become unnerved when their methane detectors go off. Sometime soon, he said, the family will have to decide whether to stay in the large stone house or move.

"This has been total hell," Lipsky said. "It's been taking a huge toll on my family and on our life."

The confidential report relied on a type of testing known as isotopic analysis, which produces a unique chemical fingerprint that sometimes allows researchers to trace the origin of gas or oil.

Jackson, who studies hydraulic fracturing and specializes in isotopic analysis, acknowledged that more data is needed to determine for certain where the gas came from. But even if the gas came from elsewhere, Range Resources' drilling could have contributed to the problem in Lipsky's water because gas migrates, he added.

The company insists the gas in Lipsky's water is from natural migration and not drilling. Range Resources' testing indicates the gas came from a different rock formation called Strawn shale and not the deeper Barnett shale, Poole said.

In addition, he said, isotopic analysis cannot be used in this case because the chemical makeup of the gases in the two formations is indistinguishable. A Range Resources spokesman also dismissed Thyne and Jackson as anti-industry.

Range Resources has not shared its data with the EPA or the Railroad Commission. Poole said the data is proprietary and could only be seen by Houston-based Weatherford Laboratories, where it originated. It was analyzed for Range Resources by a Weatherford scientist, Mark McCaffrey, who did not respond to requests for an interview.

Gas has always been in the water in that area, Poole said. And years before Range Resources began drilling, at least one water well in the neighborhood contained so much methane, it went up in flames.

At another home with dangerously high methane levels in the water, the company insisted the gas had been there since the well was first dug many years ago. The homeowner was not aware of anything wrong until Range Resources began drilling in 2009.

Jackson said it was "unrealistic" to suggest that people could have tainted water and not notice.

"It bubbles like champagne or mineral waters," he said. "The notion that people would have wells and have this in their water and not see this is wrong."

You're Better Off Investing In Federated Investors Than With It ...

Disclosure: I have no positions in any stocks mentioned, and no plans to initiate any positions within the next 72 hours. I wrote this article myself, and it expresses my own opinions. I am not receiving compensation for it (other than from Seeking Alpha). I have no business relationship with any company whose stock is mentioned in this article. (More...)

The Federated Investors Inc. (FII) investment philosophy includes utilizing a core set of values and seeking low-risk opportunities. Due to its conservative nature, the investment manager has been slow to expand internationally. The book value for Federated has been flat for the last five years, but recent international expansion includes breaking into the U.K. market with the acquisition of London-based Prime Rate Capital Management. Further, in the third quarter 2012, Federated expanded its European distribution capabilities through an agreement with Bury Street Capital, a European distribution firm based in London. Federated also expanded into the Asia-Pacific region by opening an office in Australia.

Retail investors can invest with the company, where the asset management company offers investment funds with an income focus, or investors can invest in the stock itself and get 4.3% annually in the form a dividend. Its annual dividend comes out to $100M and its cash on hand is $368M. Federated also offers impressive growth. Federated saw recent quarterly results that were better than expected on the back of higher equity assets. Federated has an impressive ability to generate strong free cash flow that should lead to significant growth in the long run. The asset manager generated almost $450M in FCF over the last year.

As investor confidence rebounds, more demand for Federated products should take place. Helping push the demand for its income-oriented products is the low-rate environment, where investors are searching for yield. Current pressures for money market funds and tightening regulations still leaves some uncertainty. Federated is still making the most with its money market funds. In September 2012, Federated acquired $4.4 billion worth of money market assets from Fifth Third Asset Management Inc. The increased assets under management furnished Federated with various new fund offerings that have the potential to benefit its clients.

The next best dividend option among asset management stocks is T. Rowe Price Group, Inc. (TROW) with a 2% dividend yield. With some $660B of AUM for 3Q, T. Rowe is also the second best return on equity behind Federated. Franklin Resources, Inc. (BEN) is the other major asset management firm competing with the likes of Federated and T. Rowe. SEI Investments Company (SEIC) and Affiliated Managers Group, Inc. (AMG) are two other investment firms competing for investor dollars. SEI has grown book value modestly over the last five years at 13% and maintains a 19% return on equity. Affiliated has one of the lowest ROEs at 7%. Investment advisory fees should be up for T. Rowe as demand for its target-dated retirement funds should draw capital as the baby boomers age out. BEN has been expanding into Asia and has a solid diversification with a focus on equities, fixed income and hybrid funds.

Federated not only pays the best dividend yield in the asset management space, but also has some solid growth and valuation prospects. The return on equity is an impressive 30%, the highest among the investment management companies. It appears that Federated has been unfairly held back on a stock price basis, when compared to major peers.
